New rules for the Unique Population Registry Code.

Among the various laws amended by decree and published in the Official Gazette of the Federation on July 16, 2025, the amendment to the General Law of Population is worth noting, which incorporates biometric data into the Unique Population Registry Code.

The Unique Population Registry Code (CURP) is the singular source of identity for individuals of Mexican nationality or foreign nationality who regularly reside in the country. This Code is made up of an alphanumeric sequence of 18 characters containing, at the minimum, the following information:

    1. Names and surnames
    2. Date of birth starting with the year, month, and day
    3. Sex or gender
    4. Place of birth
    5. Nationality

In addition to the above information, the CURP will contain the individual´s fingerprints and photograph and will be a required national identification document that will be universally and mandatorily accepted across Mexico. It is worth noting that the CURP will be available in physical and digital format.

The Secretary of the Interior is responsible for integrating biometric data into the CURP through one of the following actions:

  • Transferring biometric data in possession of authorities at the three levels of government, with prior authorization of the individual.
  • Requiring individuals to visit centers to be established by the Secretary for these purposes.

It is important to stress that the integration of biometric data will be carried out with the prior consent of the individual.

Another relevant aspect of the amendment is that CURPs with biometric data will be connected to the Registry of the National Health System, and they may be integrated with other national registries and systems.

The National Population Registry (RENAPO) will manage and administer the Single Identity Platform for consultation, validation, and management of CURPs which have both personal and biometric data integrated, with the objective of providing the National Personal Identification Service.

It should be noted that the digital version of the CURP will be managed by the Digital Transformation and Telecommunications Agency.

The amendment also establishes that the CURP must be utilized for the digital processes of validation and authentication of individuals. In addition, it stipulates that any public or private entity must request the CURP in order to provide services or fulfill procedures.

The Decree entered into force on the day after its publication. Nonetheless, the following deadlines were provided:

    1. The Single Identity Platform will be created by the Secretary of the Interior, with the technical support of the Digital Transformation and Telecommunications Agency, within 90 calendar days of the entry into force of the amendment´s Decree.
    2. Federal, state, and municipal authorities must put mechanisms in place that allow for the consultation, transfer, and validation of information to be integrated into the CURP through the Single Identity Platform, within 90 calendar days following the entry into force of the Decree.
    3. All public and private entities must adopt the necessary measures for the CURP to be included as part of the requirements to fulfill their procedures and services within 90 calendar days from the entry into force of the Decree.
    4. The Secretary of the Interior shall establish the Program for the Integration of biometric data of children and adolescents into the National Population Registry within a period of 120 calendar days following the entry into force of the Decree.
