
The National Law to Eliminate Bureaucratic Procedures has been published.

On July 16, 2025, the National Law to Eliminate Bureaucratic Procedures was published in the Official Gazette of the Federation, whose wide-ranging scope is intended to simplify, digitize, and standardize public procedures and services within the three levels of government (federal, state, and municipal). This legislation is in response to the recent reforms of Article 25, tenth paragraph, and Article 73, Section XXIX-Y, of the Constitution, which obligate federal, state, and municipal authorities to implement policies of regulatory improvement, digitalization, and administrative efficiency.
The main objective of this law is to transform the cooperation between the State and its citizenry through a National Model of operation which guarantees access to public services that are more agile, transparent, and efficient. This will place citizens at the center of public management, reduce bureaucratic workloads, eliminate redundancies, and promote trust and legal certainty.
The National Law to Eliminate Bureaucratic Procedures establishes four National Models with mandatory compliance:
- Elimination of Bureaucratic Procedures
- Digitalization
- Standardization of Procedures, Services, and Skills Development
- Service for the Citizen
These Models will be operated and supervised by the Digital Transformation and Telecommunications Agency, which will serve as the National Authority for Simplification and Digitalization. This implementation will be supported by technological tools, such as:
- Single Citizen Portal for Procedures and Services: a digital platform that will centralize all the procedures and services of the three levels of government, allowing consultations and online requests, where applicable, of the same.
- Key MX: a digital authentication system linked to the CURP.
- Digital Citizen Files: a set of digital documents associated with an individual that may be utilized by any Obligated Entity.
- National Repository of Public Technology: an instrument that will organize and preserve the source code of technological solutions developed by Obligated Entities or third parties with the purpose of being the single point of distribution among the Obligated Entities.
Article 6 of the Law lists 24 guiding principles. The most relevant are:
- Focus on People: government management must be focused on people.
- System Interoperability: each system must be able to exchange information and allow consultation.
- Technological Neutrality: no technology must specifically be favored or excluded.
- Cybersecurity: adoption of protocols to protect systems and information.
- Citizen Trust: interaction with Obligated Entities must be based on good faith.
- Functional Equivalence: physical or digital documents must be accepted indistinctly in order to fulfill legal requirements.
The National Law to Eliminate Bureaucratic Procedures represents a decisive step towards the modernization of Mexican institutions by harmonizing government practices with international standards of digital governance. For the citizenry, this implies greater access to rights, a reduction in time and costs, and greater transparency. For the State, this implies a commitment to adopting technology, interoperability, and compliance assessment
